Immigration law is complex, and the stakes are extraordinarily high — for individuals, for families, and for the fabric of our communities. Too often, people navigate these challenges without access to qualified legal counsel simply because of cost. Through this pro bono program, Manifest Law attorneys are volunteering their time and expertise to serve Arizona residents directly — including those facing removal proceedings or seeking humanitarian relief such as VAWA, U-visa, Cancellation of Removal, and Asylum. This is not a service we offer lightly — it is a commitment we make proudly, as a firm that believes deeply in the communities we call home. We are honored to do it for you.

Tamber Hilton

Tamber Hilton is an immigration attorney based in Tucson, Arizona. She first developed an interest in immigration law several years ago, while working as an interpreter in immigration court, which led her to a role as a legal assistant at a Seattle immigration firm and eventually to law school. Before law school, she also spent six years working in refugee resettlement in Bangkok, Thailand and in Tucson. In Thailand, this included roles managing interpreter services for the U.S. Resettlement Support Center operated by the International Rescue Committee and serving as a Legal Advocate for refugees with Asylum Access Thailand. In Tucson, she managed a team of refugee resettlement professionals at Lutheran Social Services of the Southwest.
Tamber earned her J.D. from Georgetown University Law Center, a master’s degree in International Human Rights Law from the University of Oxford, and a B.A. in Political Science and Asian Studies from Washington State University. She now runs a small practice assisting clients with removal defense, family-based petitions, humanitarian immigration options, and other areas of immigration law. She is admitted to practice in Arizona and Maryland and is also a federally certified court interpreter.

Jacob Binnall

Jacob Binnall is an immigration and civil rights attorney based in Framingham, Massachusetts. He first developed an interest in immigration advocacy growing up in Framingham, one of the most diverse cities in New England, where immigrant communities from Brazil, Central America, and across the globe have built their lives and families. That experience shaped his commitment to using the law to advocate for immigrants navigating complex legal systems.
After graduating from Boston University School of Law, Jacob clerked with the Rhode Island Judiciary, where he worked within the Supreme Court Law Clerk Department and assisted with dispositive motions and matters in the Providence District and Family Courts. He now runs the Law Office of Jacob Binnall, PLLC, where he represents clients in humanitarian and family-based immigration matters, including asylum, T visas, U visas, VAWA petitions, and Special Immigrant Juvenile Status (SIJS), as well as removal proceedings, bond hearings, and appeals before the Board of Immigration Appeals.
Jacob earned his J.D. from Boston University School of Law, a Master of Public Policy from the University of Massachusetts Amherst, and a B.A. in Political Science and Legal Studies from the University of Massachusetts Amherst. He is admitted to practice in Massachusetts and the United States District Court for the District of Massachusetts and provides bilingual legal services in English and Portuguese.
